Hong Kong Reprographic Rights Licensing Society (HKRRLS) was established in 1995 by Hong Kong authors and publishers to license public access to their copyrighted works. The agency now represents about 1.7 million publications published in Hong Kong and overseas, via its affiliation with the International Federation of Reproduction Rights Organisations (IFRRO).

Hong Kong's Copyright Ordinance states that to reproduce copyrighted works without prior permission from the works¡¦ creators or publishers is illegal. Before HKRRLS was founded there was no easy means for users to obtain the permission they needed to legally reproduce copyright material. The Society¡¦s licences give users immediate, legal and economical access to published works while reimbursing copyright owners for such usage. Local users also have licensed access to published works from around the world through HKRRLS¡¦ bilateral agreements or unilateral agreements with similar organisations in other countries, which also give Hong Kong authors and publishers an easy means of licensing their works abroad through HKRRLS.

The Society licences the reproduction of limited portions of copyrighted works, collects a fee for this purpose, and distributes royalties to the rightsholders whose works have been copied. By providing licences to users and royalties to rightsholders, HKRRLS is supporting and upholding Hong Kong¡¦s Copyright Ordinance and helping rightsholders to recover losses they now suffer by widespread and habitual copying of their works.
